The attorney general will have a tough decision to make if California legalizes marijuana.

Assume for a moment that California voters approve Proposition 19 on Nov. 2. The state will have just enacted a process for legalizing, regulating, and taxing marijuana use that no one else in the world has ever attempted. But Attorney General Eric Holder, President Obama’s top law-enforcement officer, has said the administration will “vigorously enforce” federal drug laws in the country’s most populous state regardless of the vote. For all the trails that approving Prop 19 would blaze, much of its impact would depend on the extent to which Holder follows through on that threat.

George Soros, the multibillionaire investor who helped bankroll three initiatives to change drug laws in California, endorsed the marijuana legalization initiative Monday and plans to make a major financial contribution to the campaign.

Soros, who invested $3 million in the medical marijuana initiative and two other measures, made his announcement in an opinion piece published online by the Wall Street Journal. "Proposition 19 already is a winner no matter what happens on election day. The mere fact of its being on the ballot has elevated and legitimized public discourse about marijuana and marijuana policy in ways I could not have imagined a year ago," Soros wrote. The article is scheduled to appear in Tuesday’s print edition.

The ad is the first that the Yes on 19 campaign has put on television. Dan Newman, a spokesman, said the campaign will spend $170,000 to run it on cable channels through election day and hopes to raise money to air it more frequently and in other markets.

"We started with a modest buy and are increasing every moment as the supporters chip in to make sure people get the message," he said.
In the 30-second spot, McNamara, wearing a suit jacket and tie, speaks directly to the camera and says his 35 years in law enforcement have convinced him that the war on marijuana has failed.

Legalized Pot's Unlikely Supporters: Moms And Cops

The debate over the California initiative to legalize marijuana has formed some unlikely alliances. On one side, some stoners and marijuana growers oppose Proposition 19, while some cops and mothers support legalization.

Californians will vote whether to make recreational marijuana legal on Nov. 2. Currently in the state, anyone with a doctor's recommendation can use pot as medicine, but this initiative would allow local and state government to tax and regulate all marijuana.
