Serbia has been implementing the law that provides for the confiscation of property acquired through criminal means. The value of properties seized so far has been estimated at 200m euros.

This includes facilities owned by Milorad Lukovic Legija -- convicted of organising the assassination of Prime Minister Zoran Djindjic -- and drug lord Darko Saric, wanted for smuggling cocaine from Colombia.

On Broadway, in downtown Oakland, a small coffee shop called the Bulldog has a couple of round tables out on the sidewalk where people sit, read the paper and drink coffee, shaded by big blue umbrellas. Its neighbor, the Patient ID Center, looks like a pharmacy, with a small neon sign that glows “open” as people stream in and out buying their goods. To the unsuspecting eye, these look like regular businesses that you might find in any downtown city. A very enterprising Brit has brought medicinal marijuana back into the UK from Holland after having it prescribed by a dutch doctor. He even called the airport in advance to let them know, yet he walked through a deserted customs in Bristol.

Whether or not this is a genuine legal loophole or not remains to be seen. It looks like it may be.

"Last week Jim Starr flew into Bristol Airport from Amsterdam carrying 80 grammes of herbal cannabis as prescribed for him by a Dutch doctor. That’s just under three ounces of dried flower heads. He was carrying it in a parcel about the size of a telephone directory.

There was no one at customs, even though Jim went through the red channel and had telephoned ahead to advise the airport that he was bringing the cannabis in. "
