The four crew of a Dutch fishing boat have been arrested

A Dutch registered fishing boat, with four crew on board, was intercepted by the Spanish customs authorities 120 miles off the Cádiz coast in international waters on Thursday afternoon. Permission for the action had been obtained from the Dutch authorities.

Once aboard, customs confirmed the vessel was transporting more than 20,000 kilos of hashish, and was escorted Friday into Cádiz port.

Changes in the supply and use of established drugs and the emergence of a record number of new substances increasingly test Europe’s drug control models, says the EU drugs agency (EMCDDA). These challenges are described in the Annual report 2010: the state of the drugs problem in Europe, launched by the EMCDDA today in Lisbon. Among them: sophisticated cocaine smuggling techniques; changes in the stimulant market; widespread domestic cannabis production; and the continuous appearance of ‘legal highs’ designed to replace controlled substances.
Cocaine: sophisticated smuggling techniques and growing health concerns

Increasingly sophisticated techniques to conceal and smuggle cocaine into Europe are reviewed today in the Annual report. One such technique involves incorporating cocaine base or hydrochloride (HCI) into carrier materials (e.g. beeswax, plastic, clothing, fertiliser) before export, then extracting it in clandestine laboratories set up inside EU borders. Some 25 of these so-called ‘secondary extraction’ laboratories were uncovered in the EU in 2008 (in Spain). These perform a different function from laboratories in South America which first extract cocaine base or HCI from coca leaves or coca paste .

Zu den Erfahrungen mit Drogenkonsum in der Gesamtbevölkerung liegen für das Berichtsjahr keine neuen Daten vor. Detailliertere Auswertungen der bereits im Vorjahr berichteten Repräsentativstudie zu Drogenkonsum in der Allgemeinbevölkerung zeigen, dass Männer und Personen aus Städten mit mehr als 50.000 Einwohnerinnen und Einwohnern häufiger von Konsumerfahrungen (Lebenszeitprävalenz) mit illegalen Substanzen berichten. Die Konsumausstiegsrate ist bei allen illegalen Substanzen deutlich höher als bei Alkohol und Nikotin. Dies belegt, dass der Konsum von illegalen Substanzen meist ein zeitlich befristetes, vorübergehendes Phänomen darstellt.

Die Weltwirtschaftskrise macht „Verlierer“ anfälliger für Drogenkonsum. Manche engagieren sich im Suchtgifthandel, um ihren Lebensunterhalt zu finanzieren.

„Ökonomische und soziale Probleme werden uns kaum helfen, das Drogenproblem zu bewältigen“, warnte heute der Chef der Europäischen Drogenbeobachtungsstelle (EBDD), Wolfgang Götz, in Lissabon anlässlich der Vorstellung des neuen Jahresberichts (2010) der Institution in Lissabon. Trotzdem würden mehrere Staaten bereits ihre finanziellen Mittel in diesem Bereich kürzen.

About 30,000 Dutch households are to receive marijuana-scented scratch cards in an effort to uncover illegal urban cannabis plantations.

Authorities in Rotterdam and The Hague say they are distributing the cards to help people recognise what cannabis smells like.

The cards also include a number to call to report suspected marijuana-growing.
