The recent arrest of music legend Willie Nelson for marijuana possession by the US Border Patrol in Texas has sparked a new national political effort called The Teapot Party.

Rather than stay quiet about the 11/26/2010 bust, Willie sent an email to Steve Bloom of CelebStoner.com: “Let’s start a new party. There is the Tea Party. How about the Teapot Party? Our motto: ‘We lean a little to the left.’ Tax it, regulate it, legalize it. And stop the border wars over drugs. Why should the drug lords make all the money? Thousands of lives will be saved.”

Das Drogenverbot sorgt für einen freien, sprich unregulierten Markt und der hat bekanntlich nur Scheiße im Kopf. Ohne ein vernünftiges Informationsangebot über den Inhalt der angebotenen Drogen – wie es Drugchecking bereitstellen würde – für die Käufer (“hohe Transaktionskosten” wie die Ökonomen sagen würden), bestimmt das Angebot den Markt. Die Drogenanbieter setzen auf eine möglichst billige Massenproduktion (Hinterhoflabore in Fernost) sowie unregulierte und tunlichst unbekannte Substanzen, um Nachweis und Verbot zu erschweren, verkauft als sog. “Research Chemicals”. Meist gibt es über diese Substanzen nahezu keine Erkenntnisse aus der Arzneimittelforschung. Die Werbung und “Konsumenteninformation” für Substanzen wie Spice und seine Nachfolgeprodukte sind völlig inhaltsleer bis irreführend – in Polen wurden deswegen die wirkungslosen Trägersubstanzen für die synthetischen Cannabinode verboten. Die Ergebnisse dieser Drogenpolitik ohne Marktregulierung lässt sich auch in den offiziellen Berichten nachlesen und findet ihren Ausdruck in den Schlagzeilen: “Drogenbericht: Neue Ecstasy-Pille besonders gefährlich”, “Tote durch neuartiges Ecstasy: Cannabis-Konsum bleibt hoch”, “Expertin warnt vor neuen Todes-Drogen”, “Experten warnen vor neuer Kräuter-Droge”.

Die Pressemeldungen der beiden letzten Tage über den EU-Drogenbericht veranlassen uns noch einmal, nachdrücklich Wege aufzuzeigen, die notwendig sind, den Gefahren des illegalen Drogenkonsums realistisch entgegenzutreten.

Hierzu gehört in erster Linie die Möglichkeit, die erworbenen Drogen testen zu lassen (in anderen Ländern ist ein Test selbstverständlich). Desweiteren ist die Legalisierung von Cannabisprodukten dringend angesagt. Durch weitere Kriminalisierung vor allem junger Menschen sind alle Präventionsbemühungen umsonst. Wie sollen wir mit diesen jungen Menschen ins Gespräch kommen, wenn wir sie weiter zu Kriminellen abstempeln, weil sie sich für einen Joint entschieden haben (ein ganzer Kasten Bier bleibt ohne Sanktionen).

Between 1937 and 1947, the government spent $220 million on the war against drugs. Between 1948 and 1963, the cost of this "war" on marijuana alone escalated to $1.5 billion. From 1964 to 1969 the government spent $9 billion on the war against marijuana, a price tag that continues to rise.

Cannabis, or marijuana, is all around us. More Canadians use marijuana than residents in any other country in the world – about 16.8 percent of the population. Most students either use it or know someone that does, despite knowing it is an illegal drug in this country and that there could be legal repercussions for those caught possessing, growing or selling it.

With marijuana on the ballot in four U.S. states this November, most prominently California's Proposition 19, which would fully legalize the substance, the legalization of marijuana has become a hot topic of discussion in North America. If pot were to become legal in California, it is unclear how that would affect the ongoing drug wars in neighboring Mexico - whether it would increase, decrease, or have little effect on the widespread violence. What is clear is that U.S. Attorney General Eric Holder has declared that the federal Justice Department will continue to prosecute those who use or distribute recreational marijuana, regardless of any change to state law. The march for equal rights often leads to the voting booth. But in California, the black community is divided over a ballot measure to legalize marijuana for adults.

The state NAACP argues allowing counties to tax and regulate cannabis will reduce arrests among minority youth, and advance civil rights. "If you look at the disproportionate number of arrests that happen in our community, the law is not being applied equitably across the board," says California NAACP President Alice Huffman. "We're targeted, which makes this a civil rights issue."
