Editor's Note: As more states begin to debate the question of legally controlling marijuana, many lawmakers are posing questions to NORML regarding what effect, if any, such a policy change may have upon the public's use of cannabis and/or young people's attitudes toward it.

The following paper reviews various studies** that have examined this issue in regions that have either a) regulated marijuana use and sales for all adults; b) decriminalized the possession of small quantities of marijuana for adults; c) medicalized the use of marijuana to certain authorized individuals; or d) deprioritized the enforcement of marijuana laws. This paper also proposes general guidelines to govern marijuana use, production, and distribution in a legal, regulated manner.

1. Es gibt interessante neue Literatur zur Geschichte der Prohibition in den USA.1
2. Der neue von der SPD gestellte Justizminister in Düsseldorf, Kuschaty, will die Toleranzgrenze für den straffreien Besitz Haschisch und Marihuana auf zehn Gramm anheben.
3. Eine freundlicher Mitmensch hatte mir zum Geburtstag ein Jahresabonnement des Wirtschaftsmagazins »brand eins« geschenkt (das ich sonst kaum zur Kenntnis genommen hätte). Dort findet sich im Septemberheft (S. 12 f.) ein Artikel von Harald Willenbrock mit dem Titel »Weshalb ist Alkohol hierzulande erlaubt, Haschisch jedoch verboten?« Darin stellt Willenbrock die schädlichen Wirkungen von Alkohol-, Nikotin- und Cannabiskonsum gegenüber, erwähnt die Kosten des aussichtslosen Kampfes zur Durchsetzung des Cannabisverbots und verweist auf Bestrebungen zur Liberalisierung in Kalifornien und Dänemark.
