Schaut man sich die Zahlen genauer an und vergleicht sie mit denen der Vorjahre*, so scheint der Rückgang von Marokkos Anbaufläche um mehr als die Hälfte eher Wunschdenken. Fährt man dann direkt vor Ort, um im beschaulichen ChefChaouen nach der Stimmung unter den in der Gegend ansässigen Hanfbauern zu fragen, erfährt man, dass der König zwar jedes Jahr ein wenig strenger werde, im Prinzip aber immer noch fleißig angebaut wird. Nach UNO Angaben erwirtschaften die Afghanen drei mal mehr pro Hektar als die Marokkaner, weshalb wird gar nicht erst erklärt.

The continuing struggle of Dutch border towns against drug tourism could soon take a new turn, as the European Court of Justice (ECJ) prepares to hand down a ruling regarding one of the most severe measures employed in this battle so far.

Last Thursday, the ECJ heard arguments in Josemans v. Maastricht. The case dates back to 2006, when authorities found two foreign nationals on the premises of Easy Going, a coffee shop of the kind that sells cannabis in addition to coffee. Maastricht is the largest city in the far south of the Netherlands; right on the Belgian border and only a 30 minute drive from Germany. The Easy Going coffee shop there is owned by Marc Josemans, who is also the chairman of a branch association unifying the city's coffee shop owners

What's that smell in the air, wafting from bus stops, parks, and most any street corner? It's evidence of a cavalier attitude regarding open-air cannabis consumption: This is San Francisco, after all -- feel free to puff away freely.

Or, maybe not.

According to statistics obtained by SF Weekly, marijuana-related arrests are up by nearly 15 percent. The San Francisco Police Department arrested 1,637 people in San Francisco for pot-related offenses in 2009, according to its own count. This is way up from 1,428 arrests in 2008; that's a 14.6 percent jump (conviction and jailing statistics are sadly absent).
